Importantly, staff planners and implementers need to recognise the challenges of operational environments, where higher tempo and fragile security situations can overshadow other priorities and where it can be tempting to relax anti-corruption and monitoring safeguards. Ultimately, choices made will depend on the situation and priorities. However, second- and third-order consequences of dropping anti-corruption safeguards need to be a part of the planning equation, and immediate gains need to be weighed against the risk of exacerbating long-term instability.
